Who is entitled to a parking permit?
Permit parking in Reading is designed to give priority to residents of streets with limited on street parking space and to prevent commuter parking where it has been a problem in the past such as in neighbourhoods close to central reading.
Businesses that operate in residential zones without off street parking are also able to apply for permits.
All other permits are discretionary that is they are issued at the discretion of the Highway Authority. As the name would suggest, there are no fixed criteria, but through precedent, custom and practice permits have been issued to particular categories of applicant.
In many cases discretionary permits are issued to applicants for the benefit of the residents of permit zones. These permits are issued subject to special conditions related to their intended use.
